After graduating in engineering, he was attracted at first by Futurism. He sketched out the first structure for the city stadium and in the mid 20th century, as main architect of the Istituto Autonomo Case Popolari di Ferrara, a variety of buildings in different neighbourhoods of the city.

He was also active in restoration works for historical buildings like Casa Cini or the Palace of Renata di Francia, the last important task as collaborator of Piero Bottoni, architect from Milan who hired Gandini shortly before his death.

Analyzing Gandini's works between the 1920s and the 30s, it would seem he is balancing two designing techniques. The first looks similar to the 16th century buildings, almost in an exagerated way, like the ex Casa del Fascio (viale Cavour, 71-75), designed around 1928; the second is extremely modern and visible in the Palazzo dell'Aeronautica (1935), considered one of the Rationalism masterpieces in Ferrara.
